Payments failing with code 58 are hard declines and typically cannot be recovered by retrying. SmartRetry still helps you avoid future hard declines with smarter routing and validation.

But many other declines in your payment flow may still be recoverable. SmartRetry identifies which failed transactions have recovery potential and applies the right strategy to recover them.

What it means

Mastercard Issuer Response Code 58 ("Transaction not permitted to acquirer/terminal") indicates that the transaction was declined because the acquirer or terminal is not permitted to process the requested transaction. This network response code is passed to Mastercard in Data Element (DE) 39 of the response message to communicate the reason for declining the payment. Because it points to an acquirer or terminal permission restriction rather than a temporary customer funds issue, it represents a non-retryable configuration or permission decline.

Why does code 58 occur?

  • The merchant's terminal is not permitted or configured to run the specific transaction type being requested.
  • The acquiring bank is not permitted to process this specific transaction under its current setup.

How to solve 58?

Do not automatically retry the identical transaction on the same terminal or acquirer configuration, as the permission restriction will cause repeated failures and can trigger Mastercard's $0.10 fee for reattempts exceeding 10 retries over a 24-hour period. Instead, inspect the accompanying Merchant Advice Code (MAC) if present, and contact your acquirer or payment processor to verify that your terminal and merchant account are properly permitted for the transaction type you are attempting to submit.

Solving as a merchant

Suppress automated retry logic for transactions returning DE 39 code 58 and review your Merchant Advice Codes (MAC) to confirm retry restrictions. Reach out to your acquiring bank or gateway support team with the transaction logs to investigate why the terminal or acquirer is not permitted for the transaction.

Solving as a client

Because this decline is related to the merchant's acquirer or terminal permissions rather than an issue with the cardholder's funds, the customer should wait for the merchant to resolve their terminal setup or try completing the purchase using a different payment method or checkout channel if available.
